Directorate for National Construction Control / NCSD / is a legal entity based in Sofia, bul. "Hristo Botev" №47, secondary authorizing officer to the Works and control in compliance with the Law on Spatial Planning Act (SPA) and the normative acts on its application in the design and construction, including use of high quality building materials and products with a view to ensuring the security, safety, accessibility and other legal requirements for all buildings on the territory of Bulgaria.

Existing legislation in the field of spatial planning regulates the tasks and functions of the DNCC as the main state executive body which monitors the legality of the construction of its starting point - designing a building goes through the very construction and ends with the work authorization use of already completed and ready for operation object.
DNCC exercise control over the legality of permits and construction, commissioning the works and the legality of putting into operation of construction control in applying the regulations for the design and construction compliance of construction with the provisions of the detailed development plan, building regulations and standards and essential requirements for construction.
