The Mayor of the Municipality issues an order for granting right to lay branches of utility networks and facilities of the technical infrastructure through another person's land property, when there is notarized written agreement between the interested parties. In absence of agreement, the interested party files application at the municipal administration, in the cases when passing through properties – state owned, is necessary and when other technical solution is not economically expedient.

To use this service you need to file the following documents:

1. Application form.
2. Drawing marking the passage.
3. Title deed or document for other real right to the land property, to which will be given access.
4. Sketch – copy of detailed development plan, cadastral plan, cadastral map – in the necessary scale, proving that other technical solution to provide access is apparently not expedient.
5.  Proposal for the way of passing (admissible options).
