Registration and commissioning of constructions, issuance of certificate of commissioning for the types of constructions
Service description
You will be issued a certificate for commissioning of construction from fourth or fifth category, establishing the functional suitability for use of the construction, according to the issued construction papers.
The permit is necessary for any owner or investor, who is about to commission finished construction project.
What do I need to prepare?
To use this service you need to file the following documents:
1. Application form.
2. Document for ownership, or document for right to build in other person’s property, or document for right to build in other person’s property by force of special law.
3. Final report of the construction supervisor, together with license for performance of the activity, and including the following:
- building permit;
- protocol for established construction line and level, with the results from the inspection of the reached control levels;
- certified order book;
- Act 14 for acceptance of the construction;
- Protocol of findings, establishing the readiness of the construction for acceptance, with included protocols for successful individual tests of machinery and equipment;
- contract with author’s supervision (if needed);
- documents proving the compliance of the used construction products with the relevant requirements;
- certificate from Municipality Peshtera, that the obligation for the information related to the property, and subject to registration, is entered in the cadastral map and cadastral registers;
4. Contracts with the utility companies for connection to the networks of the technical infrastructure.
5. Other documents, required by law, according to the specifics of the construction*.
In case the application is not filed personally by you; you will need notarized power of attorney.

To request the service you must have registration in the portal for electronic services of Municipality Peshtera.

The fees for the service, depending on the type of construction, are presented as appendix to the service request, namely:
- for residential buildings and summer houses with height up to 10 m, as well as for their renovation and reconstruction, without change of designation – 100.00 BGN;
- for residential buildings with height more than 10 m, and total built-up area (TBUA) up to 2 000 sq m, of which 60% is intended for residence, as well as for their renovation and reconstruction, without change of designation – 250.00 BGN;
- for residential buildings with height more than 10 m, and total built-up area (TBUA) more than 2 000 sq m, of which 60% is intended for residence, as well as for their renovation and reconstruction, without change of designation – 500.00 BGN;
- for public buildings with TBUA from 250 to 500 sq m, for production buildings from 100 to 200 sq m, as well as for the constructions, besides those under p.9b and p.9c, and for their major repairs and reconstruction – 300.00 BGN;
- for public buildings with TBUA up to 250 sq m, for production buildings up to 100 sq m, as well as for the constructions besides those under p.9b and p.9c, and for their major repairs and reconstruction – 100.00 BGN;
- for constructions – auxiliary structures – garages, farm buildings, and other with TBUA up to 40.00 sq m – 20.00 BGN;
- for constructions – auxiliary structures – garages, farm buildings, and other with TBUA from 41.00 to 99.00 sq m – 50.00 BGN;
- for public buildings with TBUA up to 2000 sq m, for production buildings up to 500 sq m, as well as for their major repairs and reconstruction – 500.00 BGN;
- for public buildings with TBUA more than 2000 sq m, for production buildings more than 500 sq m, as well as for the constructions besides those under p.9b and p.9c, and for their major repairs and reconstruction – 750.00 BGN;
- for networks and facilities of the technical infrastructure in urbanized territories, as well as for their major repairs and reconstructions – 150.00 BGN/km, but not more than 3000.00 BGN;
- for networks and facilities of the technical infrastructure outside urbanized territories, as well as for their major repairs and reconstructions – 250.00 BGN/km, but not more than 5000.00 BGN;
