Issuance of Certificate of Approval
Service description
In order to perform international transport of goods under cover of TIR carnets, you need approval of the road vehicles, which you receive with Certificate of Approval.
The road vehicles are subject of inspection and renewal of the approval every two years. The inspection is done by competent authorities in the country, where the vehicle is registered. In case the vehicle is not registered – in the country of residence of their owner or user.
The road vehicles may be approved in accordance with one of the following procedures:
- individually
- by design type (series of road vehicles).
Customs Agency issues Certificate of Approval, which may be printed in Bulgarian and French and/ or English language. When Customs Agency deems it necessary, photographs or diagrams, authenticated by the Agency, may be attached to the certificate. The number of those documents is inserted in the certificate.
The Certificate of Approval must always be kept in the road vehicle.
What do I need to prepare?
Depending on the approval procedure, you must present the following documents:
- For individual approval:
- Application form;
- Receipt for paid fee;
- Copy of the registration certificate of the motor vehicle/ trailer or semitrailer;
- Copy of the certificate for annual technical inspection;
- Copy of the leasing agreement, if the vehicles are not property of the applicant.
- For design type approval:
- Application form;
- Drawings and a detailed design specification of the type of road vehicle to be approved.
* In case the application is not filed personally by you; you will need notarized power of attorney.
How to request the service?
1. Apply online
To request the service you must have qualified electronic signature and registration in the portal for electronic services of Customs Agency or registration in the electronic authentication system.
At the administrative service desk
You can file the application either personally, or through authorized person at territorial Customs directorate at your convenience.

How to get the results?
You will receive the service result as follows:
- electronically – at your email or through the portal for electronic services of Customs Agency;
- at the National Customs Agency;
- through postal courier services, to your correspondence address; through postal courier services, to other address;
Fees, terms and conditions
Terms: There is no statutory term.
Fee:
- for initial examination and inspection – 30.00 BGN
- for periodic examination and inspection – 15.00 BGN
