To perform international transport of goods under cover of TIR carnets (international transport document for security of customs debts), you must have authorization for access to TIR procedure.

The documents, necessary for receiving authorization for access to TIR procedure are issued by the Association of the Bulgarian Enterprises for International Road Transport and the Roads (AEBTRI). The Association is entitled to check the data, relating to the conditions and requirements for access to the TIR procedure.

To use this service you need to file the following documents to AEBTRI:

• Application form for access to the TIR procedure;
• Declaration form for bank guarantee;
• Declaration form for license;
• Copy of valid Community License for international carriage of goods by road for hire or reward;
• Certificate from the Tax Administration for absence tax debts;
• Copy of annual financial statement for the last year, together with:
  • the annexes according to International Accounting Standard 1 – IAS 1 Presentation of Financial Statements, certified by auditor or the territorial directorate of the National Revenue Agency (NRA) according to registration address;
  • Copy of the Annual Tax Return;
• Copy of the identification card of the manager(s) of the Holder and the persons authorized to receive TIR carnets;
• Certificate of completed training on TIR Convention;
• Certificate of criminal record for the persons managing or representing the Holder;
• Certificate of criminal record – declaration form – for persons not residing in Republic of Bulgaria;
• Employment contract of the manager of the transport activity with the Holder;
• Registration of the employment contract at the National Revenue Agency;
• Copies of 10 CMR waybills for performed haulages for a period of 2 (two) years;
• Copies of previous employment contracts or employment record book, proving the necessary experience as organizer of international transport.

* The Application form for access to TIR procedure and the Declaration of Bank Guarantee must be signed by the manager of the Holder before Notary Public or before official in sector Registration of AEBTRI, Sofia.

* The Copy of annual financial statement for the last year, with the respective annexes, must be presented if they are not available in the Commercial Register.

* The Certificate of completed training on TIR Convention must be presented only for managers and supervisors of the transport activity.

*You need to file either “Copies of 10 CMR waybills for performed haulages for a period of 2 (two) years” or “Copies of previous employment contracts or employment record book, proving the necessary experience as organizer of international transport”.

You will receive the test results as follows:

• through email/ web-based application;
• at service desk;
• through postal courier services, to your correspondence address;
• through postal courier services, to other address;
