The Mayor of the Municipality issues an order for granting right to lay branches of utility networks and facilities of the technical infrastructure through another person's land property, when there is notarized written agreement between the interested parties. In absence of agreement, the interested party files application at the municipal administration, in the cases when passing through properties – state owned, is necessary and when other technical solution is not economically expedient.
